The Intake, Transfer, and Release (ITR) jail was built in 2019 and opened in 2020. The 190,000 square foot facility replaced the Central Intake processing center that was located at the 4th Avenue Jail. ITR handles all of the intake and booking processes of new arrests as well as self-surrender detainees that are complying with a court order to surrender themselves to serve a jail sentence. The facility has four functioning courtrooms to conduct the Initial Appearance (IA) of all inmates arrested. There is an attached 512 bed facility that temporarily serves as a housing unit until the inmate is processed. The housing unit is equipped with access to any medical or mental health needs that an inmate may have while being processed. After an inmate is booked and goes to their IA they will be sent to one of the general population facilities (4th Ave Jail, Estrella Jail, Lower Buckeye Jail, or Towers jail, or 512 facility).

The Intake, Transfer and Release Jail has a “Transportation Hub” for the coordinated transport of defendants into and out of custody.

All inmates being released from custody will be transported from their housing unit to the ITR for release processing.
